  1. The trick I typically do is to have a macro:

    \newcommand{\citeme}{(TODO-CITE)\xspace}

    …and then I just add \citeme whenever I feel a citation is needed. Then all you need to do is comment out the macro and all of the errors indicate papers you need to find / cite 😉
